On a certain level this shocks the conscience. That said, I tend to shy away from lending much credence to the theories that either “More Funding!” or “Better Training for Teachers!” are the solutions that should immediately leap to mind. I mean, presumably the teachers who end up passing these kids along are themselves represented in these figures.
